The 18th National Congress of the Communist Party of China (Party Congress) held in November 2012 in Beijing not only witnessed a transition to the fifth generation of leadership and brought Xi Jinping to power but is also considered a major turning point in Chinese polity. The policies announced at the Congress were stamped by Xi Jinping’s imprimatur of the Chinese Dream. The notion of the Chinese Dream has been dynamic, with additions to the initial definition in response to new challenges facing the country. A decade later, the 20th Party Congress in 2022 highlighted a ‘new era’ of Chinese politics and power woven into an ideological and developmental model for the world and, as expected, extended a third term to Xi Jinping.
